District Court For District of Maryland, U. S. Court of Appeals, 4th Circuit, Court of Appeals of Maryland. Former Police Officer. Served in the United States Army, only candidate in 5-A who served country, having volunteered. Self-Employed owner of a business who balanced a business budget for over 30 years and helped send three daughters to college.

BUSINESS - Maryland's tax rates are not competitive with neighboring states. Competitive rates would lead to more jobs in Maryland. State government may need to be reduced. I cannot draw any conclusions until I review the next budget. I am opposed to any tax increases or any new tax. MONEY magazine has called Maryland "a tax hell."

EDUCATION - The U. S. has led the world because education has enabled innovation and productivity by its citizens. State funding is a necessary component of our education system. Primary and secondary education is on the local level. The future of our state and nation depends on providing quality public educaton. It all starts at the local level. This must be continued. Education should be under local control.

HIGHWAYS - Gridlock on state highways in Carroll County during rush hours needs to be relieved. All current vehicle fuel tax should go toward highways and bridges.

GAMING BILL - I will sponsor a bill to allow NON-PROFIT ORGANIZATIONS in Carroll County to hold gaming fundraisers. This will also save taxes.

AGRI-BUSINESS - I will work with farmers and the agri-business to receive their share from the RURAL LEGACY PROGRAM currently in place at the Department of Natural Resources.

PRO-LIFE - I am pro-lfe and against abortion.

AGAINST GUN CONTROL - I oppose gun control because it will not be effective against the illegal use of a firearm by a criminal. I favor the law abiding sportsman.
